Abstract
The article analyses how precisely were interpreted manifestations of Russian princedom’s dependence on Golden Horde in the public consciousness of the period from the second half of the 13th until 16th century. Besides the origin of the term «yoke» is investigated, the author raises the question whether the term is adequate for description of Russian-Horde relations in the mentioned period. The author comes to the conclusion that the ideas of the centuries-old «yoke», which are widespread in historiography, don’t follow from the existed forms of dependence. Nevertheless in Old-Russian literature this dependence was presented as «slavery», that allowed scribes to find analogy with the events of biblical history (the period when the peculiar people were in pharaon’s captivity and in Babylonian captivity). Such «bookish» perception of Horde rule co-existed with «ordinary» (commonplace) perception, which didn’t take Russian-Horde relations as «slavery/ yoke». However as the years go by it is the bookish notion «yoke» which has firmly taken place in historical vocabulary.

Abstract
The article is devoted to an examination of a question of the use of different western experts on the Russian service in the XVI century. The author tries to find out in what areas and what kind of foreign experts were used in Russia at the times of Ivan IV; what were the reasons for the use of the Western European experts as well as results and significance of this phenomenon. Changes in the position of immigrants from the Western Europe during one and a half centuries are also examined.

Abstract
In the article the author revisits the neverending post-soviet discourse on the burning issue – the North Caucasus threats to Russia`s statehood. He ponders over the question whether the region is the source or just the exotic extension of the country`s troubles. Whatever the answer is prof. V. Degoev thinks it vital for the Kremlin to try its best to escape the worst-case scenario on the turbulent multiethnic periphery. This end, as he concludes, has to be achieved by carefully calculated combinations of systemic approaches and the ad hoc reaction to social conflicts fraught with the nation-wide consequences.

Abstract
The article gives a brief review of military and political situation in the Asian-Pasific Region against a background of its high-dynamic economic development. In connection with the rising significance of the APR in the global economy, Western military and political analysts consider the PRC power strengthening as a challenge to the security and impact of the USA not only in this region, but also globally. By their opinion, escalation of American- Chinese military opposition in the region leads to formation of new international polytical configuration in the filed of security and rising of new cold war mainly aimed at the APR. The dynamics of military expenditures of the key regional players is analyzed evidencing the fast grow of their military potentials. The article concludes that detailed analysis and study of scenarios of probable development of the situation in respect to effective securing of Russia's interests in the APR are necessary and important.

The geostrategic consequences of final settlement concerning Germany are investigated in the article, especially the remote consequences of this historical event. Abstract
Four main periods can be distinguished in US policy in Central Asia. In the first half of the 1990-s the relations with Russia were a priority, and the region was perceived as a «Russia's backyard». In the second half of the 1990-s US policy in the region has become more active and strategic competition with Russia started to grow. However, Russia's strategic priority in the region was contested only partially. After 9/11 American strategy in the region has become quite aggressive, geopolitical competition with Russia (and, partially, with China) has peaked during the «color» revolutions and then during Russian-Georgian war in 2008. During Obama's presidency serious attempts to establish a dialogue with Russia and China have been made. Post-Soviet space has partially lost its priority due to its connection with European dimension of American policy, while Afghan dimension is still a key factor determining American strategy in Central Asia. Now we are on the threshold of a new period in American policy, which is connected to the withdrawal from Afghanistan.

Abstract
Working out of a development strategy for the SCO largely depends on the constantly changing international environment, the political instability of member-states and the group’s plans to include new members. Mid-term planning will allow the SCO to give an effective and timely response to both internal and external challenges, set attainable goals and correct the existing shortcomings such as the lack of an efficient mechanism of action in times of crises. To establish such a mechanism the SCO should reconsider the consensus voting principle on a number of questions and actively use the emergency sessions of the SCO ruling bodies.

The article entitled «Electronic trade: advantages, problems and «sliding effect» arising under transaction costs reduction» deals with the factors affecting the development of electronic trade and reveals the causes complicating its spread. Among the causes there are inability to have direct contact with purchased goods, infrastructure development problems, insufficient protection of in-formation, low trust to electronic transactions, legal regulation problems, low computer skills. The authors describe "sliding effect" which results in transaction costs reduction, leading to unreliability transforming the behavior of buyers based on researches to the behavior based on their stereotypes and brings buyers to loss of control under electronic transaction.

The publication is devoted to legal issues and prospects of banning weapons in outer space. The international legal basis currently existing in this field governs only certain aspects of use of outer space for military purposes, and it is obviously not enough to prevent the emergence of weapons in outer space. Attempts on the international level in recent years to put legal provisions in place that would establish barriers to an arms race in outer space so far have not been successful. The time is ripe to implement initiatives contributing to the institutionalization of verification activities on non-weaponization of outer space

The article describes the methods of management of civic identity formation in Russia and China during the period of transformation processes, which have affected both countries in the end of XX – beginning of XXI centuries. The author identifies three distinct periods of civic identity formation of modern Russians and concludes, that the nature of civic identity strategy had rather chaotic and spontaneous nature. At the same time, China has also faced the need to reform economic and social systems, but has chosen the evolutionary path with a well-planned strategy of civic identity formation management.

This article focuses on some theoretical and practical problems of Mexican phraseology, its historical and cultural sources and points out the difference from Spanish idioms of Pyrenean standard. The collected language material illustrates the variability of Mexican proverbs in speech, depending of the situation of the act of communication, style and reference group of the communicating subject. The article also includes a classification of the main characteristics of Mexican phraseology, that gives a possibility to compare two national variants of Spanish: the Mexican and the Pyrenean one.

The category of “state power” is becoming increasingly complex and multi-faceted today, no longer being solely based on military or economic strength. Traditional categories of power gradually give place to more subtle forms of influence among which public diplomacy and attractive international image of a nation, which can be created and sustained, among others, via international higher education cooperation promotion. Nowadays, knowledge economy is becoming a tool of international influence for a number of states.In 2013 Russia will be celebrating ten years since it joined the Bologna Process, launched in June 1999 by the Ministers of Education of 29 European countries. Abstract
The article deals with UNESCO and Russia interacting. It is shown that the cooperation with UNESCO is favorably affecting an international image of Russia, and the fact contributes to strengthening conclusively the components of the Russia’s soft power. The author also concludes that it is necessary to go on with the formation of a national public diplomacy. An active cooperation with UNESCO certainly helps with achievement of the goal. It can be more actively used to solve important domestic political tasks as well: the establishment of democracy, the formation of the rule of law, the prophilaxis of ethnic and social conflicts.
